Operational Technology Cybersecurity Controls (OTCC)

Saudi Arabia’s Operational Technology Cybersecurity Controls (OTCC) is a national cybersecurity framework issued by the National Cybersecurity Authority (NCA) to safeguard Operational Technology (OT) and Industrial Control Systems (ICS) that support the country’s critical infrastructure. Built as an extension of the Essential Cybersecurity Controls (ECC), OTCC requires organizations to first comply with ECC before implementing additional OT-specific security controls.

The framework adopts a risk-based approach, categorizing facilities by criticality and prescribing increasingly stringent controls accordingly. While aligned with international standards such as IEC/ISA 62443, NIST CSF, NIST SP 800-53/800-82, and NERC CIP, OTCC remains the authoritative compliance benchmark for organizations operating in Saudi Arabia. The framework also mandates secure remote access, privileged session monitoring, immutable audit trails, system hardening, and rigorous governance of vendor access to reduce cyber risks.
